9th and 10th amendments

the five political powers that the state has are:

1. To establish school systems

2. the state has authority over marriages and divorces

3. they also issue licenses for such professional as doctors, teachers, and lawyers.

4. They also issue licenses to those who hunt, fish, and drive motor vehicles.

5. Finally, the citizens of a state can look to the state police to safeguard their homes and highways.


The three powers states share with the federal government are:

1. The power to tax.

2. The power to pass laws.

3. The power to punish crminals.



a. Issue a teaching license to someone who was applied and has met all the requirements. The state controls the teachers licenses.

b. Make a treaty with a foreign country. The government controls the treaty with a foreign country.

c. Set helth codes for restaurants. The state controls the health codes for restaurants.

d. Issue a marriage license. The state controls the marriage license.

e. Declare war. The government controls the right to declare war.
